Kansas is prone to severe weather, especially in the spring and the early-summer. Despite the frequent sunshine throughout much of the state, due to its location at a climatic boundary prone to intrusions of multiple air masses, the state is vulnerable to strong and severe thunderstorms. Some of these storms become supercell thunderstorms; these can produce some tornadoes, occasionally those of EF3 strength or higher. Severe thunderstorms sometimes drop some very large hail over Kansas as well.

The final draft, presented to the convention on September 12, contained seven articles, a preamble and a closing endorsement, of which Morris was the primary author. The committee also presented a proposed letter to accompany the constitution when delivered to Congress. It could do nothing significant without nine states, and some legislation required all 13.
When a state produced only one member in attendance, its vote was not counted. If a state's delegation was evenly divided, its vote could not be counted towards the nine-count requirement. The Congress of the Confederation had "virtually ceased trying to govern". The vision of a "respectable nation" among nations seemed to be fading in the eyes of revolutionaries such as George Washington, Benjamin Franklin, and Rufus King. Their dream of a republic, a nation without hereditary rulers, with power derived from the people in frequent elections, was in doubt.

Federal court jurisdiction is rare when a state legislature enacts something as under federal jurisdiction. To establish a federal system of national law, considerable effort goes into developing a spirit of comity between federal government and states. By the doctrine of 'Res judicata', federal courts give "full faith and credit" to State Courts. The Supreme Court will decide Constitutional issues of state law only on a case-by-case basis, and only by strict Constitutional necessity, independent of state legislators' motives, their policy outcomes or its national wisdom. I ask you to look into these things, and then tell me whether the Democracy or the Abolitionists are right.
